Burnett attended the University of Michigan and then Wayne State University School of Medicine in Detroit, Michigan. She completed her pediatrics residency at Baylor College of Medicine and Texas Children's Hospital in Houston, Texas. She served on active duty in the U.S. Navy for five years.
